Rupa LAMPS clarifies

ITANAGAR, Nov 28: The Rupa Large Sized Multipurpose Coop. Society Ltd. has reacted strongly to the news item published on Saturday under heading ‘Traders booked’ where the LAMPS had been stated to be booked under the provisions of Legal Metrolodgy Act.

The Managing Director of the Rupa LAMPS clarified that the inspection team of the Legal Metrology Department of West Kameng without finding out the factual matters  made a press release casting aspersion on the goodwill and reputation of Rupa LAMPS which is uncalled for.

The Department has directed the concern in charge of transit godown of Rupa LAMPS to appear before them on November 30 along with supporting documents

 

Ex-servicemen demand early formation of Sainik Boards

ITANAGAR, Nov 28: In its annual general body meeting at Naharlagun today, the Ex Servicemen Association of Arunachal Pradesh (ESMAAP) discussed various issues pertaining to relief and rehabilitation of the ex servicemen, widows and their dependents in the state.

Chairing the meeting, president ESMAAP, Wing Commander Gyati Kago (Retd) called upon the state government to necessitate early formation of Rajya Sainik Board and Zila Sainik Board in the state. Lt Colonel Bruce Jillee (Retd), Captain Mimar Ete (Retd) also spoke on the occasion.

 Ex-servicemen from all over the state attended the meeting.

 

No vehicles inside IG Park

ITANAGAR, Nov 28:  Much to the relief of the Park goers, vehicular movement at IG Park will be closed from Monday (Nov 30) according to an official source.

The Park road was opened to ease the traffic on the National Highway after the CC road widening works started.

Since its opening, most regular park goers have been forced to stay away because of the disruptive traffic and unruly drivers.

A cleanliness drive inside the Park is also on the offing.

 

FPS holder refutes PDS shortage

ITANAGAR, Nov 28:  One of the  Fair Price Shop license  holders from Bameng refuted the allegation leveled by BJP leader Vijay Sonam which was published in this daily on November 26 edition. Sonam had earlier alleged that PDS is being denied at Bameng.  He said that PDS items allocated for Bameng are being sold at an exorbitant rate at Seppa.

In a statement, one FPS license holder, Mache Sono claimed that District Supplies Office, Seppa has allotted 420 kg of BPL, 540 kg AAY and 1500 kg APL for Bameng, which is being distributed equally. Justifying her claim, the FPS holder also stated that she is ready to welcome any investigation into the matter by appropriate authority to prove her counter claim.

 

Arunachal team declared overall champion

ITANAGAR, Nov 28: The Arunachal Wado-Kai Karate team is back to the state after becoming the overall champion of the 13th International Wado Kai Karate Championship held at Vadodara, Gujarat from November 20 to 22 last. The team was led by Sensei Yarda Niki, chief instructor cum president and Sensei Rakom Dugi general secretary of Arunachal Wado Kai Karate Do Association.

Meanwhile the Arunachal Wado-Kai Karate-Do Association has informed that the 19th All India National Wado Kai Karate Championship will be held in Arunachal in May 2016.

 

Spices Board organizes training on production, quality

ITANAGAR, Nov 28: The field office of Spices Board Govt. of India organized a training for farmers under Mission for Integrated Development of Horticulture (MIDH) on production and quality improvement of spices at Namsai.

HA Vijaya, Deputy Director Development, Regional Office, Spices Board, who inaugurated the training stressed on quality production of spices.

Dr. Tikendra Nath Deka, Scientist, Indian Cardamom Research Institute, Spices Board, Itanagar highlighted the marketing aspects of Spices especially Ginger, turmeric and large cardamom.

B.Biswas, Sub Divisional Agricultural Officer, Namsai educated the farmers about pest and disease management in ginger and turmeric while Projjwal Dev, Horticulture Officer, explained in details about the cultivation practices black pepper.

A film on various activities of Spices Board was also screened during the programme.

The meeting was attended by farmers, Gaon Buras, representatives of various NGOs and Horticulture Development Officers from Mahadevpur, Namsai and Wakro.

 

Golden jubilee celebrated

ITANAGAR, Nov 28: The golden jubilee celebration of Govt Middle School, Damin, in Kurung Kumey district was held from November 21 to 23 last.

Speaking on the occasion, ZPC Sangha Tagik who is also the secretary general of All Arunachal Pradesh Panchayat Parishad, stressed on the need for immediate infrastructural development of the school along with Kasturba Gandhi Balika Vidyalaya Damin and Govt IV School Taba.

“Most of the school buildings are in dilapidated condition and they lack basic amenities for schooling facilities. And the PDS ration items never reach Damin,” he said urging competent authorities to look into the matter.

 

Major fire accident averted

by Army at Changlang

CHANGLANG, Nov 28: A swift and timely intervention of the 14 Assam Rifles personnel averted a major fire accident at Changlang yesterday.

A thatch-roofed house lived by a widow and her 11 year-old-son caught fire around 9 am on Friday sending balls of flames and thick smoke into the air.

A quick Reaction Team from 14 Assam Rifles with water bowzers swiftly swung into action and managed to bring the fire under control after 20 minutes of effort.

The fire was suspected to be caused by a ‘Diya’. There was no report of loss of life and property.

The civilian and the civic population lauded the efforts of the Army. DIPRO

 

“Toys from the Trash’ exhibition

ITANAGAR, Nov 28: With an aim to induce innovative thinking among the students that useful things can be created from trash, VKV Kuporijo in Upper Subansiri district organised “Toys from Trash Exhibition” recently. A total of 137 students from Class III to X participated in the exhibition with their 118 amazing creations made from trash.

The models included Airplanes made from cold drink bottles, kettle models made from coconut shells, dancing duels made from disposal plates, photo frames from cartoon box, bags from wrappers, toy cars and home from used cards etc.

Speaking in the function, Lecturer DIET Daporijo, S. B. Singh said that many used things that people throw away as trash can be also created into beautiful things. The project also evokes creative thinking of the students which ultimately leads to the creation of better minds, he added. Appreciating the school authorities for organising such exhibition, Singh also urged the parents and well wishers present to support such efforts.

 

2-day PRVVPP conference begins

ITANAGAR, Nov 28: Rev Swami Shekrananda Maharaj, representative of Belur Math attended the 32nd half yearly conference of Uttara-Purvanchal Ramakrishna-Vivekananda Bhava Prachar Parishad (PRVVPP), which began at Vivekananda Hall of RK Mission Complex here today.

The conference started with lighting of lamp followed by Vedic chanting by the monks and a prayer for world peace by priests of indigenous faith of Arunachal Pradesh.

Rev Swami Sandarshanananda, RKM, Narendrapur, delivered lecture on “Spiritual Listening and Daily Life” and Rev. Swami Sarvavidananda, Secretary, RKM, Guwahati, spoke on the topic “Why Gita?”

“Harmony” a souvenir was released to mark the occasion.

Earlier the day started with Yoga programme, meant for the delegates which was organized by the Vivekananda Centre of Excellence, Naharlagun.

During morning session, ‘Spectrum’, a group from Kolkata, comprising classical Sarod player, a vocalist and a tablist played a jugal bandi of vocal and Sarod. The Spectrum group also performed Bhajan and Devotional songs in the evening.

A colourful one act play displayed by the tiny tots of Sri Sri Ravi Shankar Vidya Mandir School, Itanagar enthralled the audience and delegates as well.

154 delegates from 57 Ashrams located in the nook and corner of the North-Eastern region are attending the conference.

The two-day conference is being jointly organized by Ramakrishna Mission Hospital, Itanagar, and Vivekananda Study Circle, Naharlagun.

 

Lift PDS grains by helicopter at Payum, says ABK unit

ITANAGAR, Nov 28: The Adi Baane Kebang, West Siang district unit has appealed the state government for lifting of PDS food grains by helicopter to Payum circle under West Siang.

In a memorandum to the Circle Officer Payum on Nov 26, the ABK unit stated that the lifting of PDS food grains was discontinued in 2000 and head load carriage system was used till 2003, since then the food grains supply has stopped in Payum circle.

Urging the authority to take up the matter seriously, the ABK unit stated that the existing FPS located at Molo for Payum Circle is far off by 13-55 kms for the five villages of the circle. Lifting of food items by beneficiaries from road side to their respective villages is nearly impossible and people are at the receiving end, it said.

Further, ABK unit stated that due to the head load lifting system of PDS food grains, the government offices and institutions of Payum circle including it’s headquarter is lying defunct and vacant.

All govt institutions have been closed down due to non supply of food items to the Circle headquarter, it claimed.

Anti-social elements damage CC road, one arrested

ITANAGAR, Nov 28: Once again proving how difficult it is to execute development project in the Capital Complex, on Friday night, anti- social elements destroyed newly constructed CC pavement road and beat up the sub-contractors as well as labourers at G-Extension, Naharlagun.

According to police source, the incident took place around 11.30 PM.

A local resident of the area along with large group of people attacked the persons engaged in construction of CC road. Three members of construction agency received grievous injury.

“Around 11 PM, two labourers working in a scrap shop near the construction site were picked up by police patrolling team which led to the destruction of the road, said a source.

On suspicion that their man had been beaten up by police because of complaints from workers constructing CC- road work, the owner of shop came with his goons and brutally assaulted those working at the site.

“He even threatened to kill us. He stopped the work and warned us not to construct the road further, failing which he threatened to attack us again,” said one of the victims.

Further the victim added, “We regularly face such kind of incidents but last night, it went too far. Most of the public are not being cooperative to the ongoing CC road work at Naharlagun. We are working under the atmosphere of intimidation. It is difficult to work under such circumstance.”

Assistant Engineer Yumlam Tach who was present when the incident happened, tried hard to pacify the assaulters but they did not relent and went on a rampage.

An FIR was lodged against the attackers and police have managed to arrest the main culprit. The incident raises serious question mark over the attitude of the people of capital complex. Often, citizens complain about bad road but when government is trying to improve road condition, citizens themselves have become the biggest stumbling block, said an official.

Now, the big question is who will repair the CC road damaged last night as it is unfair to expect the contractor or the PWD to repair it.

The district administration should ensure that goons who damaged the road should be made to repair it or else keep them behind the bar for the longest possible time, to set an example so that others dare not emulate such destructive work.

Till the filing of this report, the contractor has not resumed the work due to last night’s incident.

 

 

US War recovery team recover human

remains from Arunachal crash site

ITANAGAR, Nov 28: US Defence Prisoners of War Accounting Agency (DPPA) in search of Flight B-24 J nicknamed ‘Hot As Hell’ that went missing with eight crew members on board in November 1944 during World War-II spent a month in Upper Siang’s Mariyang area has recovered live ammunitions, a 50 caliber gun (damaged) and few human remains   including tooth and skull.

 The team camped at the crash site during the expedition and left Mariyang on November 8 for the US with human remains for forensic analysis.

Sub Inspector Tsering Wangdi who accompanied the DPPA recovery team in his report submitted to Superintendent of Police Yingkiong, informed that on October 2,  members of the US team under the command of Capt. David Gooch, Marine Corp Unit DPPA of USA set off from Mariyang to the crash site. After three days of trekking in rough terrain, the DPPA personnel reached the crash site from where they started the process of slow and painstaking recovery process.

The US team was accompanied by Balom Pertin, Tapir Darrang and Kalom Megu(UDC) of ADC office, Mariyang along with SI Wangdi. It is assumed that more than 400 US personnel lost their lives while flying over the corridor known as hump while on supply mission during the IInd World War.

B-24J took off   from Kunming, China for a routine flight to Chabua near Dibrugarh Assam but the plane never reached its destination and later, the crews were declared dead on November 20, 1944. The flight B-24 J was assigned to the 14th Air Force, 308th Bombardment Group and its prime target was to destabilize Japanese naval bases and army movements in the South Asia including North East India.

The US has engaged in recovery missions across the world to bring back its war dead but efforts in Arunachal hit a roadblock after the UPA government put a stop to it in 2009, reasoning that the territory was sensitive due to "strategic, internal political, ecological and anthropological reasons".

However, Modi led NDA government recently allowed the US search operation team to resume its recovery mission while shrugging off the Chinese concerns.

 

 

Don’t be misguided by ACHR statement: AAPSU

ITANAGAR, Nov 28: Reacting sharply to Asian Centre for Human Rights (ACHR)’s recent press statement on Chakma and Hajong refugees claiming that they are not threat to indigenous people of the Arunachal Pradesh, All Arunachal Pradesh Students’ Union (AAPSU) appealed to the people of the state not to be misguided by such press statement given by a organization headed by a Chakma.

The ACHR doesn't need to tell us who is a threat and who is not, AAPSU stated in a strongly worded press statement and cautioned the human rights organization not to make any attempt to create a rift between the indigenous people of Arunachal Pradesh and the non-tribals.

“Further, the chairman of ACHR Suhas Chakma's statements is another ploy to destroy the peaceful atmosphere of Arunachal Pradesh and that is why we can never accept Chakmas and Hajongs as one amongst us,” the release added.

AAPSU has always been taking up the issue of Chakma and Hajong refugees on top priority and demanding their deportation from the state. All the AAPSU leaders in the past had maintained that Chakmas and Hajongs will someday try to grab our lands and become citizen of the state.  The September 17, 2015 judgment of the Supreme Court has only confirmed their doubts,” AAPSU stated in a release.

AAPSU said that the population of Chakma and Hajong refugees in the state today crossed the figure of one lakh which has been confirmed by the local people of the two affected districts.

“It is very difficult to get the exact figure of Chakmas and Hajongs in the state as maximum of them have moved out of their designated camps and encroached thousand hectares of forest land against which the forest department has already lodged complaints and the matter is in the court,” the release said.

AAPSU informed that the Chakma and Hajong refugees after encroaching Khampti and Singpho land are now inching towards Mishmi lands.

“Arunachal Pradesh has a special status under Article 371 (H) and is protected by Eastern Bengal Frontier Regulation, 1873. Under this Act, no one other than an Arunachalee can make a claim over the land of Arunachal Pradesh and anyone entering Arunachal Pradesh must obtain Inner Line Permit (ILP). Therefore, AAPSU is not against the granting of citizenship but we cannot accept Chakmas and Hajongs as one of us;” stated the release.

Longding MLAs to return

ITANAGAR, Nov 28: The District Students’ Unions of Changlang, Longding and the All Tirap District Students’ Union today jointly appealed the elected representatives of the three districts to come back to their state and focus on the development of their respective constituencies.

Addressing a jointly convened press conference at the Press Club here, the Longding District Students’ Union president, Manlem Wangsu said that the MLAs of the three districts are staying outside their respective constituencies, which is hampering many developmental activities.

Of the total 12 representatives from the three districts, 10 are currently out of the state disregarding their duty towards their people, Wangsu alleged adding that many state and central government sponsored projects could have been taken up in the districts but the absence of the MLAs has deprived its people of all vital developmental projects. Instead of indulging in politics, the elected representatives should make all out efforts to execute various state and central sponsored projects in the three backward districts, he stated.  Expressing concern over the long absence of the elected representatives Longding Students’ Union Vice President, Tingwang Wangsu said that the newly inaugurated Longding district lags much behind other districts in terms of development and needs its elected representatives for taking up developmental work.

Further, questioning the silence of the elected representatives of Changlang district over the recent Supreme Court’s decision to grant citizenship to Chakmas/Hajongs, Changlang District Students’ Union president, Mengpa Haisa appealed to the five MLAs of the district to stop indulging in politics and accord priority to the genuine issues of the district. The Supreme Court’s ruling will have a direct and adverse impact on the people of the district and in this important juncture the absence of our local representatives have only demoralized our people, he rued.

 

 

GP offices abandoned in Ruksin

RUKSIN, Nov 28: The newly constructed Gram Panchayat offices in Ruksin block in East Siang district are yet to start functioning.

The gram panchayat offices constructed in Ruksin block are lying unused due to lack of facilities such as power supply, water supply, furniture and other necessary equipments. Except one office at Ryanag, rest GP offices have turned as rest houses for domesticated cattle of the local villagers.

The PRI members of Ruksin block said that panchayat development activities in the block are on the halt for the last couple of years as the government has not released fund for implementation of the rural development schemes. On the other hand, construction works of Intermediate Resource Centre (IRC) in the rural areas of Ruksin have come to a halt. The IRC buildings meant for Anchal Samiti Members (ASM) in the respective anchal segments, which was started during late 2009, was dealt by then Panchayat Directorate. Reportedly, the entire construction work was given to a New Delhi based firm, which allegedly has already withdrawn 80 percent money out of the released fund without any work. The matter was finally taken up by the state government and now it is reportedly under trial in Supreme Court.

The local villagers including senior citizens of Ruksin have resented that the state government is not paying attention towards rural development of the inter-state boundary area. It is alleged that the government, despite repeated appeals, has not yet set up a full-fledged Block Development Office at Ruksin in order to monitor the rural development progammes. Panchayat and rural development activities for the block are being looked after by a Circle Officer.

The newly built RCC building worth Rs 21.87 lakh meant for BDO office at Ruksin town is yet to open for the last few years.

It may be recalled that, the government under the head of Panchayat Department sanctioned Rs 1.24 Crore for construction of Gram Panchayat building and Rs. 82.68 lakh for development of Cultural Activity Ground in the district in August, 2011.

Officials informed that 31 out of the 578 GPs were granted funds for construction of GP office in the district in the first phase.

As such, Ruksin Anchal Block, located at vulnerable Assam-Arunachal boundary here had been given two GP offices- one at Ruksin and another at Rayang panchayat. In the subsequent years, three more GP offices were constructed at Debing, Ngorlung and Lenka villages, but theses panchayat offices have not started functioning till date.

 

 

Citizens donate for baby Archim

through Green Pioneers

ITANAGAR, Nov 28: Overwhelmed by the noble initiative of The Green Pioneers to raise funds for the cause of Baby Archim, hundreds of people, mostly toddlers with their parents came out openly and donated money for treatment of Archim. Cutting across the community lines, they made bee line to donate to save Baby Archim and many have sent prayers for her successful liver transplant.  

Six years old Baby Archim, from Anjaw needs liver transplant to live; she is currently undergoing treatment in Institute of Liver and Biliary Science, New Delhi.

The Green Pioneers team informed The Arunachal Times that total amount after three days of fund raising camp is  Rs 6,74,195(Six lakhs seventy four thousand one hundred ninety five) only. The Green Pioneers team had set up donation camps at Department Store, Ziro Point, Itanagar, Max Mart, Naharlagun and TNT Shilpa Bakery, Nirjuli. Each donor was given a batch which read, ‘I Donated’. The Green Pioneers said that one of its members is going to Delhi to hand over donated amount to baby Archim’s aunt.

Arunachal Pradesh Governor, JP Rajkhowa also donated Rs 60000(sixty thousand) only for Baby Archim.

 

 

Authorities express satisfaction on upkeep of Zoo

ITANAGAR, Nov 28: State Wildlife authorities consisting of PCCF & Principal Secretary and Head of Forest Force, Dr. Shashi Kumar and PCCF (WL & BD) & CWLW, Dr. Rabindra Kumar have suggested for improvement of the Biological Park/Zoo, Itanagar by preparing necessary estimates for immediate implementation of suggestions and proposals made by Governor JP Rajkhowa.

The officials were visiting the Biological Park/Zoo today accompanied by Dy CWLW, Naharlagun, Joram Dopum.    

Suggesting for overall improvement of Zoo after visiting the enclosures of the animals, the officials expressed satisfaction on the work of the Zoo staff in maintaining the Zoo with limited resources.

An official release stated that the Governor JP Rajkhowa had suggested for improvement of animal collection especially introduction of Rhino, Chimpanzee, Hippo apart from complete renovation of approach road, arterial roads, old enclosures and introduction of fiberglass signages etc during his recent visit to the zoo. The Governor had also asked the zoo authorities to improve the habitat of monkey enclosure by planting tall plants with chain link facility to avoid further damage by the inmates. He also suggested for improvement of the existing Tiger enclosure and visitors’ amenities.

Donyi Polo has been the guiding force since evolution of the mankind while the age-old culture, belief, faith and values give us a distinct identity that need to be preserved, she said while addressing the three days convention organized by Enggo Takar Giirik Biidum Notti at Kaying today.

The convention is being attended by representatives from Donyi Polo Yelam Kebang, Indigenous Faith and Cultural Society and  Gamgings scattered all over East Siang, Siang, Upper Siang and West Siang districts.

Citing instances of cultural invasions, erosions and diversities world over, West Siang Deputy Commissioner Pige Ligu said that a big indigenous faith movement was going on all over the world to trace out the root and origin.

“The members of Donyi Polo Yelam Kebang should work hard to evolve a uniform thought pattern to take along deprived sections of the society,” he opined. He also appealed to all to stop hunting, fishing to save the flora and fauna which are also associated with our culture.

The DPYK president Tabi Jerang, General Secretary Tajom Tasung and In-Charge ADC Rumgong Tayung Tatak, gave deliberations on Donyi Poloism in details and activities undertaken by Donyi Polo Yelam Kebang in different parts.

Stop seeing China as an adversary, says IAF chief

HASIMARA (WB), Nov 28: Calling for mature statesmanship from India and China, Chief of the Air Staff, Air Chief Marshal Arup Raha today said the country should not look at China as an adversary anymore.

"We are in the same region, we have common interests.  I don't think that we should look at them as adversaries anymore," Raha told reporters here in Alipurduar district.

"Yes, we had fought a conflict, we have borders to settle. I think its time for mature statesmanship from both the countries to reconcile on many issues ... and cooperate (and) coordinate (for) development in the region," he said when asked about the "threat" from China.

Stating that two rising economic or military powers can co-exist, he said, the adversarial stance should now change into a more friendly stance.
